Because of the defalcation of state and local officials, the poor citizens of New Orleans had the "choice" to face death at the Superdome, or to face it in their own homes. Some choice.
The point, which you seem to be missing deliberately, is that the choice which really mattered, to get out of New Orleans, was NOT available to them. Why? Because the Mayor failed his specific duty to get the public buses rolling to evacuate people who "don't have, and cannot afford" private transportation.
There, is that clear enough for you?
