Yes. These plans are required to be made in all states by federal law. (Congress cannot force a state to do anything, but it can condition the receipt of federal money on the state "voluntarily" doing what Congress "requests.") State law, in turn, requires localities to prepare their own plans in accord with the state plan.
The state plan is supported by state law, and is filed with FEMA. The local plans are supported by state law, and are filed with the state Emergency Management Agencies.
Based on available documents, both the Louisiana and New Orleans Plans were prepared, filed, and updated. And federal money flowed in years ago to pay for writing the plans and hiring the managers to carry them out, subject to the orders of the Governor and the Mayor, respectively.
