Congressman,
As usual nail meet hammer. Well said. Ray is trying to lay it off on the weepy Governorette, who is trying to lay it off on the President.
It is obvious as the usual suspects blather on, they are erecting their own gallows. The volume of spin and lies vs the FACTS is going to be pretty amazing.
Is there any legal maneuver that would allow a private citizen of Louisiana to file charges, should the Prosecutors lack a pair?

Unfortunately, I do not know of any way that a private citizen can force the issue of criminal charges against the Mayor. And the fix is in against any prosecution of the Mayor by present prosecutors in (or from) New Orleans, or elsewhere in Louisiana.
The only "citizen remedies" I can see would be removal of Mayor Nagin under the NO Charter, or removal of Governor Blanco under the Louisiana Constitution. Both (if available) would require a citizen petition. Whatever the requirement is, there are not enough NO citizens left, reachable, and likely to sign a petition against Nagin.
On the other hand, a petition against Governor Blaco could probably succeed. And, without the support of the corrupt NO political machines and their votes, she would probably be removed.
Then, the new Governor, when elected, could start the process of possible criminal charges against Nagin, or perhaps Blanco as well. As they say at the pool tables, the only chance is a two-rail shot.
