You are joking, right? It's called "taking initiative".
I have spent most of my life in FL, and I have never seen school buses, used for pre-hurricane evacuations. I have no idea if the use of buses was in the plan, do you?

How about "we'll pick up your family, too, just drive the effing bus?"

Yes, it was. School busses, city busses, all available city owned transportation, as well as the possibility of commandeering private vehicles. The plan has been posted on several threads. Do I need to find it for you?
How would you force people to drive a bus, if they didn't want to? Perhaps some would rather take their own car, and evacuate.

As mayor of NO Nagin has the responsibility of manning those buses. If there are no drivers; if the drivers refuse to come; if whatever happens, Nagin is still responsible for the outcome.

As I said, I am not defending anyone, just suggesting some reasons why this didn't happen.
It is called effective communication - and effective leadership is responsible for communicating a plan to those in the loop. However, since effective leadership appears to be lacking in Nagin, one can understand why the communication's ball was dropped.
Also, notice the few "rumors" about Clinton that they deal with, whereas they list a goodly number about Bush (to their credit, they document the falseness of the majority of them).

Perhaps you'd rather throw out any and all reason, no matter how base or silly, to avoid acknowledging that the city of New Orleans did have an evacuation plan, that involved the emergency use of all manner of city owned transportation, and that plan was not followed.
