After they succeed in registering for the debit cards, evacuees will have to wait for another week or two for the cards to be delivered. The cards, which will be worth around two thousand dollars each, are issued one to a household and cannot be used for purchases of alcohol or tobacco.

Brilliant, instead of using the debit cards to calm the refugees, lets make them wait a couple of weeks till the hunger really builds and then turn them loose to buy weapons and steal the alcohol and tobacco instead of just letting them buy it.

If we just gave the debit cards to all commers, there would be fraud, but it would be cheaper than the results of making them wait 2 weeks.
Even the law abiding can get rebellious after 3 weeks of near captivity.

"are issued one to a household"--- Wrong, debit cards will be issued to all adult evacuees.

"are issued one to a household"--- Yeah right. I wanna see which Circle K or 7-11 will take them for any product, especially alcohols and tobacco. After issuance, what is purchased with the use of the debit card cannot be traced.

Anyone in FR wanna take bets on the above?? AUP

Perhaps, but I know no law-abiding human (as opposed to a passive and ignorant believer in the doctrine of victimology) who would even SIT for 3 weeks w/o trying his or her best to get something going for him or herself.

Rebellious, h*ll. MEN and WOMEN won't and don't sit around waiting for handouts; they get busy.
