He stated that it was the La. Homeland Security that issuied the statement. Also said it was under the direction of the Gov.

The problem here is, that isn't obvious. I just scoured the dept's website looking for confirmation that it is under the governor's authority; couldn't find it.
People read "Homeland Security" they think federal agency, not state.

I heard it over and over "Home Land Security" never mentioning it was the State Home Land Security.

I knew there was a difference but just by the way it was stated, I like most, thought it was the Feds.
