I am just speculating here. But was this disaster essentially a failure of investment in infrastructure? And if that is the case, the responsibility is bottom to top. Is it really the Fed's responsibility to pay to keep flood waters from taking over New Orleans?
With a Congress hell bent on pork barreling as much cash as humanely possible has infrastructure been neglected in the United States? I'm just asking. In my country that is essentially the situation. Infrastructure, which IMHO is one of the few parts of the economy the government belongs in, has taken a back seat to spending on education, healthcare, gun registries, government funded daycare.
