My 2 cents worth. Could it be that a decision has been made to not rebuild? The only way that could be carried out is to have everyone leave. As long as some stay they could never do it. If they got everyone out they could then say no one is ever allowed back in and the area is then condemned. Taking off tin foil hat now.
