I bet you that developers are starting to circle. Nagin's got visions of emminent domain dancing in his head. And if there's nobody to protest their homes and neighborhoods being bulldozed for commercial development, so much the better.

Nagin's trying to make up for issuing the "first" mandatory evacuation order 24-48 hours AFTER it was too late to do any good. Or, maybe he finally located those buses after all.
