Hmmm. From that same article I posted, I just "noticed" this:

"Everybody who had a way or wanted to get out of the way of this storm was able to," said Terry Ebbert, the city's Homeland Security Chief. "For some that didn't, it was their last night on this Earth."

This should be worth a few quotes for folks blaming FEMA for all this.

Well, Terry Ebbert must be changing his tune, because he has been one of the vocal critics blaming the Feds for everything.

Emphasis on the word "city".

The city failed to follow existing disaster plans for using city-owned buses to get people without cars out of harm's way. I do agree that a lot of folks would have stayed anyway - but a good number apparently wanted to leave but had no means to do so - including tourists.

The fact that tourists were marooned ON LAND indicates the city had no serious plans for getting out those who wanted to leave.
