First you make an unsupported allegation that you eight year old was better informed than Brown. I'll bet that you couldn't support that statement in court; I know you cannot here.

Second, you didn't even bother using the link I provided. Those responses were presidential declarations.

The Major Disaster Process
A Major Disaster Declaration usually follows these steps:
Local Government Responds, supplemented by neighboring communities and volunteer agencies. If overwhelmed, turn to the state for assistance;
The State Responds with state resources, such as the National Guard and state agencies;
Damage Assessment by local, state, federal, and volunteer organizations determines losses and recovery needs;
A Major Disaster Declaration is requested by the governor, based on the damage assessment, and an agreement to commit state funds and resources to the long-term recovery;
FEMA Evaluates the request and recommends action to the White House based on the disaster, the local community and the state's ability to recover;
The President approves the request or FEMA informs the governor it has been denied. This decision process could take a few hours or several weeks depending on the nature of the disaster.

Where can I get food and water?

The American Red Cross and other volunteer agencies will provide you with food, water and clothing. Listen to your radio or watch local media for the location of the nearest volunteer agency facility.

There are also sources of water in your home that you may have not thought of. For example, your hot water heater is an excellent source of water. Turn off the power that heats your tank and let it cool. When you want water, place a container underneath and open the drain valve on the bottom of the tank.

I think these facts are too difficult to digest for people who seem to have thrown their supposedly conservative brains out the window. My heart truly goes out to those who by either illness or money could not evacuate or who did the best they could in going to a shelter. But the idea that any federal agency, particularly in response to a risk that has been known for over a century, could fill the vacuum created by state and local incompetence is absurd. I for one am not interested in the socialist or fascist state that kind of thinking gives rise to.

Under Secretary of Homeland Security for Emergency Preparedness and Response

Michael D. Brown was nominated by President George W. Bush as the first Under Secretary of Emergency Preparedness and Response in the newly created Department of Homeland Security in January 2003. As the head of Homeland Security's Federal Emergency Management Agency (FEMA), Under Secretary Brown leads federal disaster response and recovery operations and coordinates disaster activities with more than two dozen federal agencies and departments and the American Red Cross. He also oversees the National Flood Insurance Program and the U.S. Fire Administration, and initiates proactive mitigation activities.

Additionally, Under Secretary Brown helps the Secretary of Homeland Security ensure the effectiveness of emergency responders, and directs the National Incident Management System (NIMS) Integration Center, the National Disaster Medical System and the Nuclear Incident Response Team.

Under Secretary Brown has led Homeland Security’s response to more than 164 presidentially declared disasters and emergencies, including the 2003 Columbia Shuttle disaster and the California wildfires in 2003. In 2004, Mr. Brown led FEMA’s thousands of dedicated disaster workers during the most active hurricane season in over 100 years, as FEMA delivered aid more quickly and more efficiently than ever before.

Previously, Mr. Brown served as FEMA's Deputy Director and the agency's General Counsel. Shortly after the September 11th terrorist attacks, Mr. Brown served on the President's Consequence Management Principal's Committee, which acted as the White House's policy coordination group for the federal domestic response to the attacks. Later, the President asked him to head the Consequence Management Working Group to identify and resolve key issues regarding the federal response plan. In August 2002, President Bush appointed him to the Transition Planning Office for the new Department of Homeland Security, serving as the transition leader for the EP&R Division.

Prior to joining FEMA, Mr. Brown practiced law in Colorado and Oklahoma, where he served as a bar examiner on ethics and professional responsibility for the Oklahoma Supreme Court and as a hearing examiner for the Colorado Supreme Court. He had been appointed as a special prosecutor in police disciplinary matters. While attending law school he was appointed by the Chairman of the Senate Finance Committee of the Oklahoma Legislature as the Finance Committee Staff Director, where he oversaw state fiscal issues. His background in state and local government also includes serving as an assistant city manager with emergency services oversight and as a city councilman.

Mr. Brown was also an adjunct professor of law for the Oklahoma City University.

A native of Oklahoma, Mr. Brown holds a bachelor's degree in Public Administration/Political Science from Central State University, Oklahoma. He received his J.D. from Oklahoma City University’s School of Law.

COMMENT: Brown impresses me as a guy who has his act together. That must really bother Bush's opponents.

It's interesting how Florida, Mississippi, Alabama and other states give FEMA generally high marks. What seems to be the problem in Louisiana? /rhetorical

Further, isn't it interesting that liberals are bemoaning New Orleans fate while arguing that the al-Qaeda trained Jose Padilla, who was planning to deliver a dirty bomb to Chicago, should be given a pass. His bomb or a suitcase nuke could knock out any of our big cities, not for months or years but for centuries.

Let's reflection on the consequences of the Democrats' skewed priorities.

One question: Why would Dems insist on firing a FEMA chief with a proven record of accomplishment except to gain political advantage? His replacement would take months, if not years, to learn the job and the movers that make things happen, and in that period he would make his fair share of mistakes.

Is this what Wexler and his liberal allies are counting on? Then, only the poor people outside his district would suffer as they struggle to cope in Katrina's aftermath.

Wexler is beneath contempt.

Given that many of these were simply the same emergency on the same day in different states, the number is inflated.

But even given that, you're right. The guy who was fired from the International Arabian Horse Association is the best choice ever to head FEMA.

Heck, if Brown loses his job, Ron Reagan, Jr.'s experience with dog shows should make him a solid candidate for a replacement.

A declaration for Alabama doesn't do squat for Florida or Mississippi.

What is going on in LA is different than in AL of MS.

Governor Blanco should think about this as she is passing out blame.

10,000 deaths divided by 24 hours = 416 deaths per hour or 7 deaths per minute while she was mauling it over.
