Exactly and in one sense they maybe OK to stay but you cannot say to a rat or a mosquito you can only stay in one part of the city, so even if their part is fairly OK and healthy how long will it take for disease to spread with wildlife and air-born infections.

I don't even think their part of the city is okay as far as drinking water goes. Not to mention the mold if they got even a small amount of flooding.
