Troops find grisly scenes in New Orleans

NEW ORLEANS, Sept. 6 (UPI) -- Troops scouring New Orleans for survivors and victims reported finding at least 40 mutilated bodies in the Convention Center refugee center.

Arkansas National Guardsman Mikel Brooks told the New Orleans Times Picayune many of the dead were elderly, or showed signs of trauma.

"There's another one in the freezer, a 7-year-old with her throat cut," he said.

As the searches became more organized since the Aug. 29 onslaught of Hurricane Katrina, the U.S. Army Corps of Engineers said repair crews had patched the ruptured levee along the 17th Street Canal and had begun pumping out water.

The failure of the levee system after the storm left about 80 percent of the city flooded up to 20 feet deep, and Corps officials said it would take nearly three months to drain some neighborhoods, CNN reported.

Deputy Police Chief Warren Riley told reporters that thousands of people -- many of them with pets -- are insisting on staying in what he called "a hazard."

"We advise people that this city has been destroyed. It has been completely destroyed," Riley said.

They usually preface their reports with a very quick and quiet “People are saying…”

Estimates are that the federal response will cost the government about 150 billion. This is going to be spent anyway. Rebuilding NO elsewhere won't save a dime of that. Insurance estimates are at 40 to 50 billion. This isn't federal money and includes Mississippi and Alabama too.

Meanwhile. the electricity is already back on in much of New Orleans, and water and sewer are working in the non flooded areas. A Walgreens has already opened for business and there are still thousands of people in New Orleans in neighborhoods that suffered hardly any damage that are refusing to leave. Many are going to open their businesses in the next few days.

If the Federal government were to pay to relocate all the buildings in New Orleans it likely would cost hundreds of billions, perhaps trillions. There is a lot of very expensive real estate in New Orleans, most of which was damaged only superficially if at all since all the most expensive real estate was located above the flood waters.

It isn't "group think" that is keeping the federal government from relocating New Orleans elsewhere. It is cold hard economic fact. New Orleans will be rebuilt but hopefully they will bring in some fill dirt before rebuilding the neighborhoods that flooded so badly this time around. Given that all new construction will no doubt have to meet stringent hurricane building codes, the next time this happens, it won't cause nearly the same amount of damage.

I will answer them to the best of my ability.

1. As I understand it, this is total BS.

2. This appears to be without corroboration. I have only seen this same story circulated about a thousand times throughout the media, but with no additional names or agencies attached to it. I would put it in the category of rumor at this juncture.

3. I have not read anything on this.

4. This answer is pure speculation on my part, but based on the DOD briefing this morning. If the infrastructure of the city breaks down and there is no command and control on the ground, the first responders are victims of the disaster themselves and there are no communications methods available...you're going to run out of a lot of things. It is pretty much every man, woman and child for himself for a bit as those in immediate danger are addressed. Response procedure is: Rescue those in immediate danger, food and water, medical help and then further evacuation. At least that's how I understood it.

As I stand back and look at this now, without the purely emotional response we've tended to filter this through, the response has been pretty good.

I can't wait for the panic that will take place the next time a hurricane heads for the New Orleans area, followed by all the looting that will take place when everyone except the thugs leave town.

Uncle Joe, you're right. Last week they were feeding off the dead, 2 days ago the cops shot people from the army corps (just to name a few crazy reports). Let's relax, the real story will come out.

This is a UP story that is reporting on a Times Picune story. It has about the same reliability as any other third party report. About the same as a rumor, not much. It says "at least 40 mutilated bodies". Who knows what was reported in the Times Picune, "perhaps 40 bodies"?

I am not saying it isn't true, it could be, but details are sketchy, which is always a warning sign, as is the fact that they got the story third hand. You are welcome to believe it if you like but I was taught not to believe everything I read. Just because it appears in print doesn't mean it's true. Some of us will remain skeptical until further details emerge.

Well, Randal Robinson did say they were resorting to cannibalism inside the CC. If feeding on the dead, I suppose the cadavers would be mutilated as the flesh was cut or torn from them.
