If that is the case, we know the gov paid James Witt $500,000 for a plan... did the rest of the money get stashed in state coffers and not GET distributed to Nagin?

Sitting by and allowing 500 school buses to go unused reflects a "who gives a damn" attitude.
You may not get everybody, but you'll get more than Nagin got.
