If that is the case, we know the gov paid James Witt $500,000 for a plan... did the rest of the money get stashed in state coffers and not GET distributed to Nagin?
I know that in the Senate, they are always arguing about the amount of Homeland Security $$$$$$$$ that each state gets...
Of course, NEW YORK Senators insist on the lion's share..but I know each state's Senators have been fighting to get what they consider is THEIR share..
What needs to be investigated is what LA did with their share...did they use what was designated for communications, or casinos???
