Naggin has been suggesting this problem, while not overtly stating it, since Tuesday Aug 30th. The reasons behind Blanco's 24 hour stalling on Friday night/Saturday can now be reasonably discerned from what many sources are talking about. Nagin wanted out, didn't have the authority to commandeer buses from local and regional school boards to evacuate those willing to evaucate without Blanco's authority for both commandeering the necessary transport and fielding shelters to house the willing evacuees with a reasonable level of safety standards. Liability issues,
protection of capital assets,
recruitment of licensed CDL bus drivers,
insuring those drivers,
having pre prepared stocks of emergency equipment never actually having been prepared as stipulated by the state emergency plans,
reticence by school boards private transportation companies and public and private transit authorities outside the mandatory evacuation area to release their bus assets to the state,
the political fall out from the 2004 Ivan evacuation,
etc.,
etc.,
all led to Gov. Blanco crumbling under cascading failures that go back well over a decade.

In due time, the men and women responsible for emergency management in other hurricane areas of the country will come forward and describe the years of preplanning that has gone on within their states, and point out specific failures of the LA state government in comparison.

Friends with Oprah he took supplies from her Angel Network to a shelter in Dallas and served people there and let them film him talking to the people and hearing their horror stories.... I had heard he was raised by his grandmother, you could tell he has great empathy with older people.

Read this thread late but I suppose better a late reply than none at all.

FEMA was incorporated into the Department of Homeland security in 2002 as part of H.R. 5005. This act was named, "To establish the Department of Homeland Security, and for other purposes", or for short "the Homeland Security Act of 2002". The pertinant section in the act is section 502 for those interested in checking out the pdf.

The act passed with strong bipartisan support in both the House and the Senate.

In the House the vote was 295 Ayes, 132 Nays (Nays included 10 Republicans, 1 Bernie Sanders, and the rest were Democrats).

In the Senate, the vote was even more lopsided. 90 Ayes, 9 Nays. The Nays were all Democrats (including Jeffords) but not a Clinton among them.

For what it may be worth, I sent an email to the Whitehouse to tell them they should watch Oprah because her show is likely to create a public relations nightmare for the administration.

Not saying Oprah wouldn't contribute. Of course she would. Just that there would be an alterior motive in it for her as well. Collect those horror stories, find the worst of them, make sure they are Bush haters, and we'll put 'em on the show.

I think you are right. Unfortunately the fallout before those hearings is going to be devastating. Almost makes you wish NOLA had a predominately white population just to allow this to be put into perspective.

There were some photo shots of the President with some of the young black hurricane survivors. The children clung to him. Perhaps she can get pictures of these and show them to her class. Kids can relate to visuals.

Whattttttt?????? You know NOLA was sued by EPA in 1998 for polluting the water in the area. Have these public officials been drinking the water? I think their brains are fried.

I have never been an Oprah fan...and I lost any respect when she turned down Pres Bush's request to go with a contingent of successful women entreprenuers to Afghanistan after the war, so she and others could show the women there,

that women CAN be business people and such..

She turned him down---said she didn't have time.

I am sure, he will be "impressed" with her effort to "help" her fellow women right now..../s
