It doesn't matter. You can't get 33.3% of the population of a state to sign a petition to support a resolution supporting sunny days. Better off trying to twist the arms of the legislature to force her to resign or impeach her. And that is given the fact that Dems are quick to circle the wagons. Still easier than a petition drive.
Not populace but eligible voters per 2004. Probably doable right now. Just canvass everywhere north of Baton Rouge.
