The material looks a little thin for a flack vest. Looks more like some sissy version of a light, pocketed vest for fishing.
The flack vests I've warn are a little thicker and would hang heavier. There would be more coverage on the sides (wider front and back panels reaching closer together on the sides).
Hope he got scammed.
I never thought that it was a flak vest - it doesn't look anything like a flak vest or any other type of body armour.
