They used the city buses to take people to "shelters of last resort." At no point did they use buses (or any other mass transit system) to try to get people *out* of the city.

But they certainly PLANNED for it, which was the not what the original statement said.

Had they used school and city buses, 600+/- of them, to get about 25K people out of the city,to a dry , safe place before the hurricane the buses would have been readily available to return to NO to pickup other refugees after the levee breach. Remember Blanco had to scurry all over the South to find buses to transport the refugees to shelters. This took extra time and delayed the evacuation.
