Um... I *really* hope that you're not insinuating that Texas is doing this for money. Especially since this was initiated before Texas was declared a disaster area.
Unlike LA, we want to keep the kids out of trouble and busy so the parents can go to work or deal with adult problems without having to tote the kids around or worry about what will happen to them in the shelters.
Not Texas. But I do suspect the local school districts in all states doing whatever they can to get more federal $ inbound.
