Yes. Having a plan on paper, which they have, looks great. However, implementing the plan takes leadership. There was none. Without the buses deployed, other parts of the plan fail. They made a decision to save the city assets (buses) and not the people.
If the plan wasn't 'tested' then they would never know where the faults are.
Correction - they ended up saving neither.
