for sure. FNC has video of rescue boats with relief workers screaming into the streets - some people just came out of their houses like nothing was happening and said "you want us to leave?". the guy on the boat was incredulous.
You said the state had to approve the federalization of the National Guard.
In 1962, President Kennedy nationalized (by executive order) the Mississippi National Guard in preparation for the admittance of James Meredith to the Univ Of Mississippi.
Kennedy was concerned that Gov Ross Barnett would actively use the Guard to keep Meredith from registering for classes there.
In 1962, there was no way that Barnett or the Legislature would have allowed this to happen.
Have laws changed since then that prohibits the President from nationalizing Guard units w/o state approval?
The problem here still remains that the governor must agree and allow, and most assuredly, not attempt to manipulate such a response for personal or political reasons.
There will be those who say the feds should have simply disregarded any balking on Blanco's part and gone in regardless, but they forget that these legalities are in place to PROTECT individual citizens. If the federal government had been infiltrated by those who wish the citizens harm, these same legalities protect them FROM wrongful federal government intervention.
The individual in this country has the most power. The individual citizen gives SOME power to other entities, beginning with their local government and ENDING with the federal government. I don't even like having to say something that simple, but this is what the left would have us alter and it is also what most citizens of other nations do NOT understand about our Constitution and our laws.
I've read that the law was changed precisely to prevent what Kennedy (and before him Eisenhower) did from happening again. Don't recall the details, but I'm sure you can find them.
I'm impressed with the kid that took a bus and rescued people on his own. It would be nice if they had a high elected officials in LA with this kid's clear thinking heroics.

well said. alot of americans, and most of the political leadership, are very immature, they think the flood of a major city on tuesday ought to be wrapped up by thursday or friday at the latest, otherwise its declared a "quagmire" and the focus then shifts to "who is to blame".

In this politically correct time we often forget that there are human feelings involved.

Yes, they have, and besides which, Kennedy had a friendly Supreme Court - they were pissed off at Mississippi for ignoring their order.
I would have told them that efforts to politicize a natural disaster are directly responsible for the deaths of storm victims who survived the hurricane and flood, who would have otherwise survived the aftermath as well, if some people weren't interested only in what benefit they can wrest from this catastrophe.
I would have included the term "vultures" and the phrase "feeding on the dead".
With any luck at all, some of them would have been...offended.
