When Chris Wallace point-blank asked Chertoff about the communications between Blanco and Bush that resulted in Louisiana finally accepting federal intervention, Chertoff demurred and said the conversations were confidential.

That says it ALL.

Yes, Brousard, the president of Jefferson Parish, can blubber on CNN that people died because the federal government didn't do enough. Yet, as an official who signed off on the Emergency Plan, HE was responsible for the safety of those nursing home residents, along with many others who died. Now all these failures are trying to shift the blame. Where were all the supplies that were supposedly in place funded by FEMA and the Dept. of Homeland Security? I think there should be a thorough investigation of what happened to this money, and the thieves ought to get long prison sentences for in effect, killing defenseless people.

The new Department will also prioritize the important issue of citizen preparedness. Louisiana Develops Improved Hurricane Evacuation Plan

April 13, 2005 -- According to today's FEMA National Situation Update, a new hurricane evacuation plan was demanded by Governor Kathleen Blanco after Hurricane Ivan when a traffic snarl that stretched from New Orleans to Baton Rouge lasted upward of 12 hours. The plan was put together by state police and the DOTD and includes evacuation routes for not only New Orleans and points south, but Lake Charles, Lafayette and the Houma-Thibodaux area. Under the new plan preparing for evacuations would begin at least 72 hours in advance. One of the problems during Ivan was the time required to get barriers, people and other material in place to allow lane reversal on highways.

Beginning 50 hours in advance, evacuations south of New Orleans would be ordered, public offices and schools would be closed, but traffic would remain along normal routes.


At 40 hours, evacuation south of the Mississippi River, including the West Bank of New Orleans, would be ordered.


In Phase 3, if the storm is a category 3 storm or higher, contraflow would be triggered.
Problems that slowed traffic last time ran the gamut from signs that were too hard to read, forcing drivers to slow excessively, to breakdowns. Under the new system tow trucks will be stationed along the routes and new signs will be installed. The new hurricane evacuation plan also requires a number of new ramps to be added or widened, new crossovers and other items at a cost of $7.5 million.

For years the media has operated under the assumption that the American people are basically stupid. Can you imagine how their stomachs sink when they come to a forum like this and find this kind of research being done by average Americans.

They're idiots in that city who still refuse to leave as rescuers beg them to abandon their flooded homes. Some are just to damn stupid and others want to steal everything they can until the law forces them out. I have pity for the good people who left but I have little pity for the thugs who stayed.

Katleen et al rolled the dice and would have won; but the levee was snake-eyes. I heard on the news Mon/Tues am that there was a small barge that was in the canal that broke loose and that is what broke through the levee (anyone else hear same).
