I'm not sure this is at all accurate. I have read that the Bush administration contacted Blanco on Friday evening and requested that she allow FEMA to take over the evacuation and relief effort. She refused, saying that to allow them to control the effort would be like declaring federal martial law and she compared it to sending troops into Iraq.
I'm not going to do your homework for, but I think that you had better go back and do a little checking.
