There are a few types of Jewish groups that do "outreach." Some very religious groups (certain of the Chasids, the ones with the black hats and long black coats) go after non-religious Jews; others, such as Jews for Jesus go after everyone. There may be other "missionary" Jews--I am no expert just an observer.
If you are taking food and water at gunpoint from other refugees, you're using it to extort something else out of those who really need it.
In this situation, food, water, beer, cigarettes and gasoline are worth more than TVs and jewelry.
New Orleans doesn't seem like the most fertile grounds for this. I live in a sea of "secular" Jews and have never encountered a single proselyting Jew here in the US. I've only encountered them in Jerusalem.
