PURPOSE. The project is designed to protect residents between Lake Pontchartrain and the Mississippi River levee from surges in Lake Pontchartrain driven by storms up to the Standard Project Hurricane. The SPH is equivalent to a fast-moving Category 3 hurricane.

only problem...Katrina was a category 4 hurricane when she hit N'awlins...
and these people in LA in general and N'awlins in particular have known for decades that the levees and water management systems were insufficient...
I just hope we don't go back in there and throw good money after bad because all it would take is for some terrorist to fly a plane into one of the levees and we'd have this mess all over again!
Why waste a perfectly good airplane? A couple of pounds of C4 would do the same thing, and the terrorist could be miles away watching his handiwork on TV.
