Is there any evidence at all that the state of emergency was actually declared on the 26th? Did any national news agencies pick it up?

Is there any evidence at all that the state of emergency was actually declared on the 26th? Did any national news agencies pick it up? I'm pretty sure that I remember hearing it. There has be another meaning of "state of emergency"... perhaps one unique to interaction with FEMA. But the fact she won't give up control makes me think they're hiding stuff they don't want outsiders seeing.

I looked at the meta data in the PDF. It was created using Microsoft Word on a machine with the location tag "LA Governor's Office.

An easy way to generate the same information is to modify the PDF directly, or to reset the computer's clock.
I doubt this is a forgery. There is no way the governor could hope to cover up a forgery anyhow.
