Bush administration officials blame state and local authorities for what leaders at all levels have called a failure of the country's emergency management.
Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.
The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law. State authorities suspected a political motive behind the request.

I typed my remarks after 11 pm last night and was pretty brain dead so please excuse my spelling. My kids had a sleep over last night with some neighborhood kids and just when I thought they were asleep and I could jump on the computer - down came a kid. They popped up like whack-a-moles all night and I am still pretty punchy.
Shep has done know such thing. As a matter of fact Shep was absolutely furious with the NO Mayor and was hell bent on making O'Reilly listen to his story about the mayor. Fox has done a great job!
This is an interesting article about the role of Feds and State in managing the Guard during a 2001 simulated disaster exercise "Dark Winter" in which a bio-terror exercise was conducted. There are arguments for both federal control of such an overwhelming crisis affecting multiple States and facilities of strategic national importance (such as the port of New Orleans), vs the traditional and more desired (by the Constitution) role of the State. But then, the Constitution was written in presumption that the people would elect capable leaders as Governors and Mayors, not such as Blanco and Nagin who failed to execute their responsibilities to the people in a timely and competent manner.
This was also conducted before the formation of the Homeland Security Dept and I don't know what changes in control of various agencies were affected by that.

My first thought here is "I'm from the federal government and I'm here to help you!" We all know what alarms those words set off.
The RATS are scared absolutely witless because it's their idiots who screwed up the decision making in the process. Landreuix's rant and bawling on ABC was prime example.
They are trying to strike out first so blame somehow doesn't stick to them. And the ComPost is eager to do it's part, surprise-surprise.
They didn't use clinics in old yeller as I recall.
The NO Mayor made some critical errors. I noticed all the school busses in the flooded area. He should have moved all public vehicles and equipment out of the NO Bowl area. Any idiot could see that underwater equipment is useless....He told people to evacuate, and then he left all the city equipment behind!! Any evacuation should include every school bus too.
If you'll note, I made no comments. I just noted the correct version. We all make mistakes, and some people confuse words. Nothing was intended beyond imparting knowledge in some manner. :)
All one can do is offer options. They were none available, for those without a car. Fortunately, few died as a direct result of that. We got lucky. We need to learn from our mistakes with this one, and learn rather fast. We are in a cycle of intense hurricanes for the next several years. The Atlantic is hot, hot, hot.
