I agree. You know what you are dealing with regards to these so called leaders. Blanco has been reading the mad magazine manual when she should be reading the disaster manual.

In Chertoff's news op he was asked about this. He said certain legal issues applied. However, now that they have changed some things ("breaking the mold" on how they respond and who has authority) it sounded like they will have more freedom to do things.
It sounds ridiculous to hear of "legal issues" now. Perhaps a better term would be "constitutional" issues. I imagine that things are worded as such so the feds can't interfere with the state whenever they want to.
