Excepting Africa. They don't have the culture to pull themselves up by the boot straps, and will mire around in squalor like New Orleans, until someone decides it's ok to re-colonize again. Perhaps after a couple more centuries of African colonialization it will be able to maintain a first world economy the way South Africa did until the left destroyed apartheid. So you are in support of countries giving up their sovereignty. Gee, where did we hear of that idea before? Oh, I forgot, DURING THE REVOLUTIONARY WAR!
South Africa is not in squalor because Apartheid fell apart, it's becase because Apartheid told the blacks that they weren't worth anything, and when the inevitable happened, there was a generation of lost South Africans that were ignorant about economics.
The best thing to do to Africa right now would be to just let Africa alone and let them figure out economics sooner or later.
