Can someone please explain the responsibility Gov. Blanco had relative to the Louisiana National Guard? Why is the President being blamed for a late response, when the governor should have ordered her National Guard units to rescue people, deliver food and water, and keep the peace.

Because the President is George Bush, and the Governor is a democrat. There are a lot of things Bush and FEMA are being blamed for that they are not responsible for. But I guess I'm preaching to the choir.

The President is hated with intense veracity by most of the media and all of the left. EVERYTHING BAD is his fault and NOTHING GOOD is do to his efforts.

It can also be called upon by the Governor for state duty, to preserve peace and order and protect life and property in the event of natural disasters or civil disturbances.

forgive Blanco, she did not read that important part of the manual. she just read the part about NG carries M-16's, their locked and loaded and they can shoot.

Oh and she forgot something about Marshall Law too. dont blame her, blame Bush. Blanco is just a first term, one term governor.

I might have found part of the answer. The governor asked for declaration of emergency on Saturday, Aug. 26. The President complied.

What does it mean to "coordinate"? Were the Feds giving orders to the Louisiana National Guard? Were federal officials responsible for not getting water to those people for three days?

It is so obvious that it's the governor's and mayor's fault that people are starting to laugh at the MSM. Everyone except the "reporters" and "Democratic Morons" know where the responsibility lies.

My two sentence letter to the MSM and DNC will read as follows: If according to Media reports and fellow democrats, the Fed's are responsible for everything then there is no need for local or state governments anymore. I believe we can do away with them and inaugurate President Bush as Mayor of Chicago and Governor of Illinois immediately.

How come when hurricanes happen in Florida, its always Jeb Bush's fault(The Governor), now in Louisiana it's Bush's fault(The President)... Guess they just like to bash Bushes.

That's an easy one. The democrats don't like Bush. He's Republican.

Thank God Bush showed up there today. Those people are finally getting the help they need. Imagine how many would be left to die had the Republicans not shown up to do something, an it's not even their job! The state is heavily democrat, and there's not one brave democrat to be found anywhere!

Thank you on behalf of the people in NO, Mr.President.

After the mayor declared "Mandatory Evacuation" he needed to provide transportation. He had the means but not the brains. Here is a picture from RasterMaster to support this claim.

The MSM has laid all of its cards on the table and dropped all attempts at objectivity. Why is it that they hate President Bush so? Where does this hatred come from? Is it just because he is a Republican? Is it the Florida fiasco in 2000, even though it was obvious that Al Gore and the totally insane Florida Supreme Court were doing their best to snatch victory from defeat? Was it President Bush's strong leadership after September 11 when you think that should have been Clinton's time to shine? The tax cuts for the rich? Is it because he wears his Christian nature on his sleeve. Are you in a particular prickly mood because 'Mother Sheehan' didn't pan out despite all your efforts? What, what is it? Why do you hate him so? It can't just be because you think he is dumb; one would think that would be an advantage for you. Well at least you have played your cards now. Unfortunately for you I don't believe we are exactly seeing a Royal Flush, in fact I don't even think you were holding a pair of deuces.

I'm still reviewing the City of New Orleans Disaster Preparedness

Certain hazards, such as a hurricane, provide some lead time for coordinating an evacuation. However, this can not be considered a certainty. Plus, the sheer size of an evacuation in response to an approaching hurricane creates the need for the use of community-wide warning resources, which cannot be limited to our City's geographical boundaries. Evacuation of major portions of our population, either in response to localized or citywide disasters, can only be accomplished if the citizens and visitors are kept informed of approaching threats on a timely schedule, and if they are notified of the need to evacuate in a timely and organized manner. If an evacuation order is issued without the mechanisms needed to disseminate the information to the affected persons, then we face the possibility of having large numbers of people either stranded and left to the mercy of a storm, or left in an area impacted by toxic materials.

Bush put active duty soldiers in at least 24 hours prior to his visit today. I bet he made BLANCO sign some type of paperwork today....Having the 4th ID from Fort Hood, TX roll in while Fox News was rolling was hilarious.

And DELTA FORCE did secure the hospitals.

The Governor of Louisiana has deployment control of the LA NG at her discretion .
This fact is still not getting out to the pea brains in the media.
Col Hunt of FOX News investigated Blanco for Bill O'R.

He found :
Gov Blanco had her Louisiana National Guard troops and assests prepositioned-but, did not pull the trigger.
President Bush should have realized the collapse of state govt ( my words ) and federalized troops.
Legal considerations here, but, that could have been overcome.
Louisiana National Guard were staged 30 miles north of NO- Governor had no eyes on the ground, no communication in NO to assess the situation-people not evacing, levees breaking,etc.
Everyone had 5 days notice storm was coming at state level and no prep was done.
Blame falls on Gov Blanco, Gov Blanco, Gov Blanco and secondarily -President Bush- for trusting that Democrat Governor Blanco had situation in hand and failing to step in earlier and federalize the entire military situation.
And of course, had President Bush stepped in and legally usurped Blanco- the Democrats would have gone ballistic.

Read up on the Posse Comitatus Act and specifically the Insurrection Act. The Governor (bless her heart) directs the National Guard. But she or the LA legislature can request federal troops. So far she and they haven't.

Sorry Joel & ROE, but you guys are WAAAYYY off base in criticizing FEMA. Disaster preparedness is the responsibility of State and Local authorities – in this case LEMA (The Louisiana Emergency Management Agency). There is a state-wide director for disaster relief in every state – that person is called the Governor. There is a local director for disaster relief in every municipality – that person is called the Mayor.

FEMA is a coordinating body that assists State and Local authorities in getting the resources they need. Because they are the “go to” people most folks are under the impression that they are in charge, and in fact if the State and Local authorities abdicate control over a disaster area they will take over. Typically after the initial response to a disaster the local guys do just that, leave FEMA in control. That’s because they have the experience and personnel to manage disasters of this scale.

Disclosure: I’m a volunteer coordinator for MEMA (The Missouri Emergency Management Agency), I’ve been through three major floods and a few big storms that generated enough tornado damage to get the affected counties disaster relief – believe me when I tell you what we are seeing from FEMA now is lightyears ahead of what I’ve seen from them in the past. Typically it took two to three days just to get the disaster declaration, then another two to three to get FEMA deployed – of course by then the local guys had been on the ground working around the clock for five or six days and we were more than happy to dump everything in FEMA’s lap. That’s the way the system is designed. Bush saw that and tried to skip a few steps to speed things up, he pre-declared the areas disaster areas. So what we are seeing in NO is the result of a convergence of factors:

First, the storm damage was bad, but the flooding has made relief efforts ten times harder than anything they could have imagined. Second, Mayor Nagin’s performance has been pathetic. This is the worst case of poor planning and criminal incompetence I’ve ever seen.

Like I said, Bush declared the gulf coast area a Federal Disaster area on Saturday – two days before Katrina hit. That freed up FEMA resources for local and state coordinators and allowed for the pre-positioning of supplies so they could be rapidly deployed to the affected areas. Mayor Nagin waited until the last minute to call for an evacuation of the city, but the poorest people could not evacuate – why weren’t school busses used to get them out of town?

Mayor Nagin made the last minute decision to declare the Superdome and COnvention centers as refuge relocation points – why weren’t they stocked with water, food, bedding, generators, and fuel? Why weren’t hospitals offered additional resources by the Mayors office?

Mayor Nagin made the decision to allow looting and told the police to focus on Search and Rescue – but looting hinders S&R efforts (as we’ve seen) and no one I know could believe that decision – it’s emergency management 101, preserving order preserves life. There’s plenty of blame to go around – Blanco deserves her share too – but the real culprit in the aftermath here is Nagin."

I can explain it,it's really very simple..to call in the guard makes it look like your not "in control" (martial law)
although with a natural disaster such as this... there's really no excuse. Basically she couldn't get her knickers untwisted to make a decision.

Now and only NOW things are moving because of George W.Bush
..remember he said when he landed today..."if things aren't right,were gonna make things right"
Have a black mayor who couldn't find his way out of a cab, make serious decisions...first off waiting till the last minute to warn people to evacuate..remember even the nervous,stage frighten governor said the President called and URGE both her and the mayor to EVACUATE...thats been recorded as happening..watch the time line...the mayor told people to go to the now famous dome of ill repute and because he couldn't handle the immense pressure of a major
disaster...now he shouts out about the feds blowing it..(in other words don't look at my total incompetence) Lets find a scapegoat...it's the guard..where are they?...no can't blame them, they've shown how responsive and how caring they are....no it's the white governor and bush..lets blame them... the facts fall with the governor and him...but lets make it a racial thing..then the MSM will pick up on it and have print and sound bytes for weeks....
Meanwhile the deer eyed governor who's responsible for calling in the troops....sits and babbles about what ever she's told to say
