He is either completely stupid or criminally incompetent if he isn't aware of the well established principles of Emergency Incident Command. They've been published and refined for over 20 years.

Lessons in the organization and use of Incident Command Systems are available for free from FEMA for the asking. If this idiot hasn't bothered to get himself trained in how to set up an Incident Management System in his county then he shouldn't be in charge.

Over here we have that paragon of virtue Randall Robinson telling the WORLD, that blacks are eating corpses because all the relief supplies were sent to white neighborhoods. And eating corpses after 3 days no less!

We have cops helping the looters happily or just standing around and letting them help themselves to whatever they want to loot.

Cops who are quitting, "to be with their families."

Leaders who have absolutely NO clue what is going on around them. A mayor and Gov who are so ineffectual as to make one shudder when watching them on the tube.

It's a whole system that is so hopelessly inept that it boggles the mind. And it's not like after Camille they didn't have 30 years of warning that something like this was likely to happen sometime in the future.

At it's very heart is a moral depravity that shivers the soul. It's a nihilistic anarchy that can leave one speechless. Shooting rescuers and firemen? Shooting people who are bringing the food???

And yet it all gets back to what another poster noted above. It didn't happen with Ivan. Nor Andrew. Nor Hugo. Nor with the NE blackout. Nor with 911. Nor at anytime that I can remember. The LA riots I think. Seems like they shot at firemen coming to put out fires.

What can I say. I guess I thank GOD that I don't understand this kind of iniquity.

The sheriff in this case...was elected by the locals. And he got the job because he was popular...not much else. Its a case where electing your public sector safety officials isn't smart, and you ought to hire and fire these guys. Simply add this to the top ten reasons why NO failed in this whole episode. This is not the rest of the country. You go to Mobile, and those guys are prepared. You go over to Charleston, and they are prepared. NO is special.

Murder and mayhem in New Orleans' miserable shelter

Sitting with her daughter and other relatives, Trolkyn Joseph, 37, said men had wandered the cavernous convention center in recent nights raping and murdering children.

She said she found a dead 14-year old girl at 5 a.m. on Friday morning, four hours after the young girl went missing from her parents inside the convention center.

"She was raped for four hours until she was dead," Joseph said through tears. "Another child, a seven-year old boy was found raped and murdered in the kitchen freezer last night."

Several others interviewed by Reuters told similar stories of the abuse and murder of children, but they could not be independently verified.
