Terry Ebbert was appointed to his current post by Mayor Nagin on February 11, 2003. Ebbert says FEMA has been in the city for three days, but he says that has yet to result in any command and control. As director of Homeland Security for the City of New Orleans he himself, and ultimately the mayor, is responsible for command and control. Does he wish to pass that control to someone else who does not report to the Mayor and federalize the city? IMHO the Mayor and his underlings should stop braying to the press and get to work taking back the city from looters and thugs.

I think that everyone in America should demand an accounting and a roadmap of what officials that are responsible in National Disasters are to do and when they are to do it. All the credentials of these officials should be scrutinized because these are lives that may be lost if they are not ready for prime time. We should be able to know if the Gov of our State will ask for help and will call for Martial law and call out the Guard. We must know if our county officials know what they are doing, have major plans and are going through regular drills etc. Clearly the leadership in the entire State of LA was not up to the job and probably incompetent. I know in my State and my County and City or Town are ready because we have been tested,time after time.
