Interesting -- then during a hurricane one recourse could be to emplace baffles of some sort in the canal.
The problem is that the winds and waves have to be at just the right angle for that to happen. (shrug) Just really bad luck. Of course, if they'd put lock doors on both ends and shut them, that *might* have helped.
