I agree with No Blue States that the survivors probably would prefer to stay as near their former homes as they can. But what I suspect they would
MOST prefer is clean drinking water, a hot meal, a chance to shower and get medical attention, and a clean, safe place to sleep.
And as of right now, that is NOT to be found at England Industrial Airpark!

The wealthier ones--who own property and had jobs--are likely to return to N.O.
But looks like the poor, having nothing to go back to, are just as happy to be poor wherever they're sent:
"Many who fled flooded New Orleans for shelter in Houston's Astrodome are already eyeing potential jobs and considering making Houston their new home. Will evacuation turn to immigration?"
