Sadly, this kind of stupidity and selfishness is what got alot of people into this mess in the first place. The water she just dumped onto herself could have made the difference between life and death for a severely dehydrated baby. Part ignorance, part selfishness.
Maybe she wasn't one of the starving / thirsty ones, just overwhelmed by the 90+ degree heat and "300 percent humidity".
