FEMA *is* in MS and AL, the media just isn't covering it. They're certainly in Biloxi.
Drewsmum: I am telling you what the people there (small towns) have told me,,,,they haven't seen FEMA,,understandibly, FEMA is overwhelmed. Media can't cover it if they aren't there,,,the small rural areas.
There is also plenty of gas in the ground iin tanks n parts of MS - but they have to get power going to run gas station pumps. FEMA is bringing in generators to help with that and ALL the utility companies have sent people. It will take time. People will die.

Gas alone will not save people

1. you have gas you can run generator and therefor a/c.
2. you have gas you can drive to closest city (for them Mobile AL) and buy water/ice
3. you have gas you can drive to closest city to working atm and withdraw CASH, to purchase such goods.
4. Seeing as how most of these people will die of dehydration/heat stroke, I think a little a/c and water/food will save people. Do you get it? If you have gas, you have water, food, cash, a/c and the list goes on. Therefore, GAS ALONE will save people right now. THAT my friend, does not take a rocket scientist to figure out.

Some of your comments lead me to believe you are not entirely familiar with basic hurricane preparation. In what area of the country do you live?
The nearest working ATM is in Florida or Tennessee.
Mobile is about as screwed as Biloxi.
Can't run an AC unit on a gas generator for very long without blowing up the generator.
Water will help more people than gas will. With water, you can survive.
