I disagree. I've been saying for days that any 'plan' to totally evacuate the entire population of a major metropolitan area is nothing more than bureaucratic fantasy. There are always going to be several hundred thousand who won't leave. Not can't leave, won't leave. All this talk about people who had no cars, no personal transportation. So how did they get around before? Answer: friends and family and public transport. The Mayor had the latter available: we've all seen the picture of those school buses. And there were probably twice as many public transport buses I'm guessing.

It's a horrible situation and I don't believe they could have done everything mistake free. Seems they would have at least had emergency supplies and relocation areas more readily available.
