Mike Parker Former Army Corps of Engineers Chief stated on MSNBC that the Office of Administrations and Budgets is the problem. Parker stated that having truthful info being filtered through the Office of Administrations and Budgets to Congress will not work. The project for the construction for the levees in NO to sustain a category 3 hurricane is a 40 year old still incomplete job as of today per Mike Parker.

Yep. The people involved with the levees remind me of the French batted down in their defenses at the beginning of WWII, in defenses designed to fight the last war.
NO decided from the beginning to make sure it could keep itself safe against another Hurricane Betsy. But those in the know realize they needed to protect themselves from a storm like Katrina.

I noticed that the PMSNBC announcer kept trying to affix the blame on Bush.
When the guest would not bite she tried to downplay what he was saying that other guests were blaming FEMA.
