Like what? When? I was in Miami last Saturday -- the city was totally caught off-guard by the last-minute change in course of Katrina to the Southwest. MIAMI!! If Miami, veteran of Andrew and home to the National Hurricane Center can be caught off-guard by the unpredictable nature of huurricanes, any city can.
Plain fact is nobody knew what would happen. However, mandatory evac was ordered by the Mayor. Go back and read his statement. What else was he supposed to say?
I wasn't implying that you were. I was just pointing out that the weather was crummy for sometime after the initial landfall.
As far as I know, the local government wasn't offering any way out town for people without their own transportation. The solution was to open the Super dome. Someone please correct me if I am mistaken..
