The actual plan does. Someone posted a link to the actual document on another thread, and I read enough to know it specifies the city use all available means of transportation to evacuate anyone who didn't have transportation. I don't think the mayor managed to read it and apparently none of his staff did either. They didn't even think about how to do it right.
