How many meetings, drills, estimates etc did they work on in the past years?
Sounds like his entire plan consisted of "RUN!" and that was it.

According to the way he is gauging this, he failed the people of NO, Gov Blanco failed the people of NO, the LA House/Senate failed NO, so hey, lets blame Bush. He didn't vote for him anyway I'm certain.
