Look, no one is blaming Bush for the destruction. The point that several people have been making is that everyone, local, state and federal knew: 1. That a Catagory 4 or 5 Hurricane would crush New Orleans 2. That Katrina was heading to NO two days before it hit. With that knowledge, all authorities (local, state and federal) should have been gearing up to go on Saturday. Again, NO was FEMA's worst case scenario in their studies and it doesn't appear they were ready.

Your very first post, when you signed up on FR today, was that the President should have made a speech Monday night.

To me, that sounds like you are placing blame on the President.

Responsibilty begins at the local and state level. Nagin, Blanco and the like obviously had NO PLAN.

If you expect the President to micro-manage the disaster potential of every major city in the United States, well, go on dreaming.
