Not Bingo. You guys don't get it. The perception is more important than the reality in a situation like this. Dubya's investment in homeland security flopped bigtime, and everybody can see that. How much that reflects reality remains to be seen. In the meantime, that perception is important.

It isn't that Dubya's investment flopped; it's that it is just a monumental task to house, feed, clothe, and evacuate 1 million people at the best of times.
Add the looting, flooding, multiple chains of authority--with the first responders drowned, fled, seemingly drugged, or adding actively to the carnage--any you have NO.
Please explain then WHY Mississippi and Alabama, as well as Florida, didn't have hundreds of school buses flooded out--instead of having been used to get people to safety BEFORE the storm hit.
Please explain why the rampant looting, rapes, and worse; including rescue boats been commandeered, helicopters being shot at, and so on.
Recall the Mayor of NO helicoptered his family out BEFORE the storm hit; so he expected something bad. Not providing for his citizens (his stated job) is CRIMINAL.
