No they weren't ready for the state and local government to sit on their hands, forcing FEMA to do pretty much all the work. It's like FEMA is the quarterback and the blockers all ran away from the play - of course it's getting clobbered.

it was much worse than the state and local government sitting on their hands... they were actively blocking the efforts to help, and were themselves to busy participating in the looting to help those in need, and to organize the relief effort.
