What everyone will realize is "FEMA" means $130,000 Washington DC jobs, with: 1) no experience and 2) no interest in disaster relief.

The problem is an ingrained bureaucracy; you've just described everyone in Washngton. John Fund on CSPAN just got finished wondering if perhaps a government bureaucracy is not the best way to handle some situations.

Gee, John, DO YA THINK?

I think they should commission a multi-million dollar study of that issue and hire Bahbah to do it. I already know the answer, so it won't be much work.

And yet the governments continue to use disaster-relief as justification for more government. If we just had more government, this would be better.

The government has wildly oversold its ability to help, and has not encouraged the people to distance themselves from reliance on the government.
