Unless the loonies get first hand experience, they'll never get it. I agree, the state of Louisiana didn't do very much emergency response planning. New Orleans was an accident waiting to happen. On the other hand. The state of Texas is light years ahead of them.
Many in congress and others that have analyzed New Orleans, say, in it's present state, they shouldn't rebuild. One method being discussed would be to knock every structure down. Build a breakwater type berm, then dredge and backfill until it's all about fifteen or twenty foot above sea level. New Orleans is to strategic to just let go.
