Unfortunately...he's right...Galveston was at sea level, they're no longer are...N.O. can do it. Otherwise, N.O. could be just like Fla., Miss. and Ala...one hurricane after another. Now wouldn't that be a shame to be hit again and the levees failed and the city went under water again.

THey can't "build up" New Orleans. It was not built below sea level, it SUNK to below sea level. They can't stop it from sinking, they can't put pylons deep enough to hit land that won't sink.

Anything they do to build up the city, it will just sink again.

And why is the Governor of Louisiana talking about how ARKANSAS national guard troops are finally showing up to police one of her cities? Couldn't she have called up her own national guard before the hurricane even hit, and positioned it near the city to be deployed as soon as conditions were settled?

Galveston did raise the city, and also built a sea wall for protection after the terrible storm that killed many thousands 105 years ago next week.

And I believe they paid for it themselves.
