There are areas in LA where the FEMA efforts are working, hand-in-hand with local government. It would have worked too in NO had the flooding not occurred. The concentrations of people coupled with the breakdown in law and order have complicated this beyond any plan that could have existed. The ONLY plan that would work would be a complete evac BEFORE the storm. The focus will remain on NO and it will overshadow all the good work that IS happening elsewhere in AL, LA, MS.

Mississippi and Alabama-
FEMA: We're here. What do you need?
Gov: These units need support. We have resupply points, indicated on this map, we need fuel there. There are people in these sectors that need help; these sectors you can ignore, they're all evacuated. We have airstrips ready to go here and here to land your supply aircraft...
(after briefing) FEMA: OK, consider that done. (parade of FEMA personnel and supplies disperses in accordance with plan).

Louisiana -
FEMA: We're here. What do you need?
Governette: (sniffle) I don't know. Help us! Help us now!
FEMA: What do you need?
Governette: (sniffle) I don't know. Help us! Help us now! I want some ice cream! I don't know what day it is!
FEMA: ...
