Folks from the Caribbean know how to rout these creeps. One of the big things that improved NYC was - aside from Giuliani, later - the arrival of lots of Dominicans. They took over the parks for First Communion and birthday BBQ's, knifed anybody who looked crosseyed at the women and children, and made life fun again in Manhattan. It's amazing what a population that simply ain't gonna take it anymore can do for a beaten down city.
